Qualifications

Mr. Kelly has seven years environmental science experience in environmental and construction projects and serves as an Environmental Scientist/Engineer for OHI Engineering, Inc. He provides on-site project operations for sites being investigated and remediated under the Massachusetts Contingency Plan (MCP) regulations, including assessment, project coordination, field investigations, and remedial implementation. Mr. Kelly also provides data collection, reduction and review of environmental sample data and conducts MCP and ASTM Site Assessments research and report preparation.  He is a qualified preparer of Stormwater Pollution Prevention Plans (SWPPPs) and Qualified Compliance Inspector of Stormwater (QCIS).

His project experience includes sampling of soil, groundwater, indoor air, soil gas, sediment, and surface water, emergency response, soil borings, monitoring well installation, construction supervision, excavation oversight, construction stormwater management, remedial additive injections and treatment system operations. Mr. Kelly has completed environmental projects including commercial and industrial properties, plating facilities, dry cleaners, and private petroleum-related spills and releases, including bulk fuel oil storage facilities and retail gasoline stations. Mr. Kelly’s duties involve the field investigation, sampling, Immediate Response Actions, Release Abatement Measures and remedial activities for waste disposal sites managed under the MCP in Massachusetts and under waste site cleanup regulations in all New England states.

Mr. Kelly’s project management experience includes serving as Environmental Compliance Manager for construction of the Massachusetts Water Resources Authority’s Spot Pond Water Storage Facility; a $51 million design/build project.  Mr. Kelly was responsible for monthly compliance inspections, preparation of summary reports, and coordination with the General Contractor and regulatory agencies.
